Dr. Chay Sengtha is an advisor to NUM. He is also a managing director at E-KHMER Technology Co., Ltd. He obtained a Master of Management and Information Technology from Kyoto University in 2004 and a PhD in Applied Informatics from University of Hyogo in 2011.
